According to the foreign media, currently the European Commission formally approved the EU Solar Photovoltaic Industry Alliance based on REPowerEU plan.This action is to expand the manufacturing of innovative photovoltaic products and modules to promote the installation of more PV systems on the continent of Europe. The EU Solar Photovoltaic Industry Alliance is one of the key strategic initiatives under REPowerEU plan approved by the European Commission in May,2022.The European Commission has officially approved the initiative, it is expected to be put forward by the end of this year. The alliance is going to help the EU install more than 320GW new PV systems by 2025,and 6000GW by 2030, which will pave the way for Europe to become energy independent.  Thierry Breton, Commissioner of the European Commission,said,”the alliance will cultivate innovative and value-creating industries in the EU, to create more jobs. The European PV industry has created more than 357000 working opportunities. And the numbers may be doubled by 2023.” When established, the consortium will bring together PV industry participants, research institutes, consumer associations and ngos to develop an action plan for the PV industry value chain in Europe. In addition, communication and discussions will be held with the EU and its member states on issues such as technology, supply chains, raw materials and financing channels. According to the current research report from the World Bank, the world needs to invest $127 billion to build 217000 micro-grid constructed with a photovoltaic system to provide electricity for 500 million people worldwide by 2030. A micro-grid is a generation and distribution system that primarily supplies power to remote settlements in a town or city consisting of hundreds or thousands of customers that are completely isolated from the grid. Micro-grids can supply power to remote homes, businesses, public institutions, and industrial customers such as telecom towers and large agricultural processing plants. According to the World Bank's projections in its Energy Sector Management Assistance Program (ESMAP), there are currently 29,400 micro-grid planned around the world, 95% of which will be deployed in Africa and South Asia, including 99% of photovoltaic systems, which can provide electricity to more than 35 million people and will cost $9 billion.       "Today, more than ever, microgrids built with photovoltaic systems are a central solution to closing the energy access gap," explains Riccardo Puliti, Vice President, Infrastructure Department, World Bank. The World Bank has been ramping up support for micro-grid as part of its efforts to help countries develop integrated electrification." Husk Power recently signed a $6 million debt agreement under the European Union-funded Electrification Financing Scheme for the construction of 80 micro-grid that will supply power to 80 communities in India and is expected to benefit 60,000 people. The micro-grid has become the lowest-cost way to provide whole-day high-quality electricity for the towns off the grid or with frequent power outages. Micro-grid operators can manage their micro-grid in a long distance,and they can install the electricity meters to allow the clients to pay for electricity when they use it. According to the current research statistics from Lawrence Berkeley National Laboratory (LBL),in the past 5 years,the price of PV system installation in most US states the median was down year over year,the price of household PV systems were falling $0.2/W every year.Non-household PV systems price were decreasing $0.1~$0.3/W per year. This servery report is based on the data from the PV system installed by the US in 2021,and the preliminary data in the first half of 2022. This report also indicated that the US PV storage projects are increasing greatly,10% of the home PV systems and 5% of non-household PV systems were equipped with battery energy storage systems installed in 2021. The Philippines President Nand Marcos and Singapore Prime Minister Lee Hsien Loong recently sighed several proposals which help Singapore companies to invest in Philippines,according to the foreign media. These plans include installing a 1.3GW floating photovoltaic generating plant in Laguna de Bay lake, the largest in the Philippines. The Philippines government currently said that this project need about $1.2 billion investment,but without more details.According to the report of Philippines media Inquirer,the project will be in commercial operation in 2024.The Philippines local developers Blueleaf Energy Company and Sun Asia Company recently said in an announcement,they will cooperate with the Green Investment Group to develop this large floating photovoltaic farm.Green Investment Group is a subsidiary of Australia's Macquarie Asset Management. India's Ministry of New and Renewable Energy (MNRE) has requested photovoltaic cells and module suppliers to register its models in "List of Approved Models and Manufacturers"(ALMM). The ministry had expressed that they would only allow the manufacturers of PV modules on the ALMM list to participate in government programs and project tenders after April 10th,2021.Currently India's Ministry of New and Renewable Energy (MNRE)has revised the list to include net metering projects and open PV projects. According to this bill of amendment,any rooftop photovoltaic or open photovoltaic suppliers can only buy photovoltaic modules from ALMM list. The industry players disagreed the ALMM list which limit the purchase of photovoltaic modules.There are many reasons of the disagreement.The most important reason is that the customers can’t choose the high power output and adopt high-tech PV modules. The availability of PV modules is another problem as the deadlines for the completion of large PV projects need to be met.The prices of PV modules have increased, because of the imbalance between supply and demand. The newly revised ALMM VII list announced on August 18th,2022,indicates that there are 66 modules suppliers currently shortlisted, no Chinese PV module suppliers is included in the list. RK Singh，Ministry of New and Renewable Energy Deployment in India，met several industry represtantives on September 6, and discussed issues about AlMM,the modules application and basic tariff( BCD),according to sources. Recently French Ministry of Ecological Transformation announced statistics on the installation capacity of PV systems and wind power facilities in the country in the first half of 2022,according to the foreign media.The figures indicated that the country’s total capacity of PV installation was 15.1GW by the end of June this year,14.5 GW was in mainland France.  PV systems installed in France in the first half of this year was 1098MW, it was 1534MW at the same time last year,French Ministry of Ecological Transformation announced. Among that 607MW was deployed in the first quarter ,and 461MW in the second quarter.
